Chesapeake will open the following shelters at 7pm Sunday night:

RESIDENT SHELTER

The City of Chesapeake will open a Storm Shelter tonight, Sunday, October 28, at 7:00 p.m. at Oscar Smith High School, 1994 Tiger Drive. Residents who decide to come to a shelter need to understand that conditions are extremely basic. Residents should bring adequate food, water, medical supplies, bedding and comfort items for each member of their family for a stay of at least 48 hours due to the anticipated severity of the storm. Shelters provide a safe, dry location during the storm. In addition, access to electrical power (other than lighting) is extremely limited or may not be available at all.

MEDICAL NEEDS SHELTER

The City will open a medical needs shelter for residents who are oxygen dependent or who need electricity for medical equipment? today Sunday, October 28, at 7:00 p.m. at Greenbrier Middle School, 1016 Greenbrier Parkway.? This shelter is intended for those whose medical needs cannot safely be met at home during the storm.

The shelter does not take the place of a hospital and is intended only for those whose conditions are stable. A primary caregiver should accompany each individual to the shelter to provide support.

Residents coming to the shelter need to bring durable medical equipment and oxygen tanks, medication and supplies, personal care items, special foods, and vital documents. Service animals only are permitted. They must also bring their own bedding and comfort items.

PET SHELTER

A Pet Shelter will open tonight at 7:00 p.m. at River Crest Community Center,?? 1001 River Walk Parkway. The shelter will accept domestic animals only, with the exception of snakes which are not permitted. Owners should bring food, a towel, any medications, and their animal?s crate/cage, if possible. Loaner crates are available as supplies permit. Birds and pocket pets MUST be in their own cages. Pet owners will be provided shelter at Oscar Smith High School and owners will be allowed to return to the Pet Shelter to walk and visit their pets as weather conditions permit.

Warwick High School, located at 51 Copeland Lane, will open as shelter at 8:00 a.m. Sunday, October 28^th.? Residents should bring the following:

• any medications or special needs equipment as well as caregivers;
• air mattresses, blankets, and pillows;
• special items for babies and toddlers, the elderly and handicapped;
• reading materials and games;
• toiletries (toothbrush, toothpaste, soap, etc.);
• clothing;
• water (at least one gallon per person per day);
• non-perishable food; special diet foods, including foods for seniors and infants;
• first aid kit; and
• battery operated radio, flashlight and extra batteries.

There is limited capacity for pets (dogs and cats only) at the shelter. Residents who bring pets need to bring a kennel, cage or crate, pet food, and water, and be prepared to care for your pet. Animals will be housed at the shelter, but separately from people.

Norfolk:?

The city of Norfolk will open the following four shelters tonight Saturday October 27, 2012 at 6:30 p.m:

Bayview Recreation Center will accommodate household pets such as a dog, cat, bird, rabbit, rodent or turtle. Bring all necessary food and medications. All pets must be on a leash or in a carrier.

Residents are advised to bring bedding materials, toiletries, medicine, food and any other items they deem necessary to ride out the storm.

Virginia Beach:

The City of Virginia Beach will open an emergency shelter at 10 a.m. Sunday to accommodate residents during Hurricane Sandy at Birdneck Elementary School, 957 S. Birdneck Road.?

Portsmouth:?

An emergency shelter will open Sunday morning at Lakeview Elementary School at 8 a.m.? The address is 1300 Horne Avenue.?

Mathews County:?

A shelter will open at 8 am Sunday at Thomas Hunter Middle School.

AP poll: Romney erases Obama's edge among women

WASHINGTON (AP) ? What gender gap?

Less than two weeks out from Election Day, Republican Mitt Romney has erased President Barack Obama's 16-point advantage among women, a new Associated Press-GfK poll shows. And the president, in turn, has largely eliminated Romney's edge among men.

Those churning gender dynamics leave the presidential race still a virtual dead heat, with Romney favored by 47 percent of likely voters and Obama by 45 percent, a result within the poll's margin of sampling error, the survey shows.

After a commanding first debate performance and a generally good month, Romney has gained ground with Americans on a number of important fronts, including their confidence in how he would handle the economy and their impressions of his ability to understand their problems.

At the same time, expectations that Obama will be re-elected have slipped: Half of voters now expect the president to win a second term, down from 55 percent a month earlier.

For all of the good news for Republicans, however, what matters most in the election endgame is Romney's standing in the handful of states whose electoral votes still are up for grabs. And polls in a number of those battleground states still appear to favor Obama.

As the election nears, Romney has been playing down social issues and trying to project a more moderate stance on matters such as abortion in an effort to court female voters. The AP-GfK poll, taken Friday through Tuesday, shows Romney pulling even with Obama among women at 47-47 after lagging by 16 points a month earlier.

But now his campaign is grappling with the fallout from a comment by a Romney-endorsed Senate candidate in Indiana, who said that when a woman becomes pregnant during a rape "that's something God intended."

Romney quickly distanced himself from the remark by Republican Richard Mourdock. But Obama campaign spokeswoman Jen Psaki said the incident was "a reminder that a Republican Congress working with a Republican President Mitt Romney would feel that women should not be able to make choices about their own health care."

A renewed focus on social issues would be an unwelcome development for Romney: Among female likely voters, 55 percent say Obama would make the right decisions on women's issues, compared with 41 percent who think Romney would.

Romney's pitch to women has been focused squarely on the economy, making the case that what women want most is to ensure their families and their country are on a solid financial footing. The poll shows that message appears to be taking root.

A month ago, women favored Obama over Romney on the economy 56 percent to 40 percent. Now, the split has shifted to 49 percent for Romney and 45 percent for Obama.

Similarly, Obama's lead among women as the candidate who better understands the people's problems has narrowed considerably, from a 58-36 Obama advantage last month to a 50-43 Obama edge now.

Monica Jensen, a 55-year-old independent from Mobile, Ala., says she voted for Obama in 2008 but will shift her vote to Romney this time, largely because of the economy.

"I'm ready for a change," she said. "I want to see the economy go in a different direction."

Ginny Lewis, a Democrat and 72-year-old retired district attorney from Princeton, Ky., says she'll vote for Romney because "I'm tired of the Republicans blaming all the debt on Democrats, so let them take over and see what they do."

Not that she's optimistic about how that will turn out, though. "I think things will get worse before they get better," she said.

Lindsey Hornbaker, a 25-year-old graduate student and nanny, hasn't been swayed by Romney's charm offensive.

Hornbaker, interviewed Wednesday in Davenport, Iowa, where she was attending an Obama rally, said Romney can tweak his tone but not what she sees as a record focused far more on top income earners and out of touch with most working families.

"I heard him go out of his way to sound so moderate during the debate," she said. "And I thought: 'Who is this? Where did this come from?' He may sound like he's focused on the middle class. But where's the record?"

Obama, meanwhile, has been working to shore up his support among men, who tend to be more Republican than women. In the 2008 election, men broke 49 percent for Obama to 48 percent for John McCain, even though Obama got 53 percent of the vote overall. The president's job approval ratings among men have tended to fall below his ratings among women throughout his first term.

A month ago, Romney's advantage among men was 13 percentage points. Now, it's down to 5 points, with most of the shift toward Obama coming among unmarried men.

Obama's election chances hinge on turning out voters like Jon Gerton, a disabled construction worker from Jonesboro, Ark. Gerton's a staunch Obama supporter ? but he didn't vote in 2008.

"It takes longer than four years to get things to the point where things are going better," Gerton said. "Four years, it's not very long."

There has been a gender gap in every presidential election since 1980. In 2008, women were 7 percentage points more likely than men to vote for Obama.

Overall, people are significantly more optimistic about the economy and unemployment in the coming year than they have been at any point in AP-GfK polling going back to March 2011, when the poll first started asking those questions. And likely voters are even more optimistic than other adults.

Nearly six in 10 likely voters think the economy will improve in the next year, up from 46 percent last month. And 42 percent think the number of unemployed Americans will drop in the next year, up from 32 percent in September.

Count Chrysta Walker, of Cedar Lake, Ind., among the voters who are sticking with Obama because they think he's got the right solutions for the fragile economy.

"He's got the middle class at heart," says the 58-year-old Walker. On the economy, she says, Obama "did as well as could be expected because he didn't get a lot of cooperation."

David Bierwirth, who owns an autograph sales business in Las Vegas, turned out at a Romney rally in Henderson this week to show his support for the GOP nominee. To Bierwirth, his vote for Romney is all about the economy.

"I want people back to work," he says, "because then they will buy my products."

The Associated Press-GfK poll was conducted Oct. 19-23 by GfK Roper Public Affairs & Corporate Communications. It involved landline and cellphone interviews with 1,186 adults nationwide, including 839 likely voters. Results for the full sample have a margin of sampling error of plus or minus 3.5 percentage points; for likely voters it is 4.2 points.

App-automating is awesome. We love IFTTT for its cool integration of popular tools like Gmail, Dropbox, and Facebook, but if there's a webapp not on IFTTT, you should check out Zapier. Zapier includes many more webapps, particularly productivity and professional apps (e.g., Basecamp, MS Exchange, and Google Tasks).

Right now, Zapier offers 111 services to create connections between?almost twice the number on IFTTT. (Most of the ones offered on IFTTT are also on Zapier.) Besides the apps mentioned above, Zapier integrates with collaborative task manager Asana, Twitter posting service Buffer, invoicing tool Freshbooks, code-sharing site GitHub, time tracking app Harvest, mass emailing service MailChimp, online syncing and storage tool SugarSync...you get the picture.

The catch is that the free plan only allows 5 integrations (5 "Zaps") and syncing is only done every 5 hours. So if you need instant notifications, IFTTT is a better choice (if your desired services are offered). Or you could pay for Zapier's basic plan ($15/month) for 10 integrations and syncing every 15 minutes. For the fastest syncing every 5 minutes, you'll need a business plan ($30/month).

Also, Zapier doesn't have shared "recipes" like IFTTT does, but it will recommend Zaps for you.

All in all, this could be a great tool to add to your arsenal of automating apps.

UC Berkeley Completes Construction of Alternative Energy Research Building

Energy Biosciences Building, designed by SmithGroupJJR, creates new home for energy research activities

SAN FRANCISCO, Calif., October 18, 2012 ?? Construction of the University of California, Berkeley?s five-story, $133 million biofuels research building, designed by SmithGroupJJR, has reached completion in Berkeley, Calif. The 113,200-square-foot Energy Biosciences Building (EBB) is located at the northwest edge of the UC Berkeley campus, a site formerly occupied by the California Department of Health Services. Completed in conjunction with contractor Rudolph & Sletten, the EBB brings together researchers, academic leaders, and students to foster collaboration and spur innovation.

The Energy Biosciences Institute (EBI) ? a public-private partnership formed to develop solutions to global energy challenges and reduce the impact of fossil fuels on global warming ? is the main occupant of the new building. Part of UC Berkeley?s Department of Bioengineering is also housed in the facility.

Building plan responds to emerging industry trends
To accommodate the needs of users, SmithGroupJJR?s designers worked with constituents to develop a flexible laboratory and office plan that responds to the varied research and work cultures of those using the facility. Stacked along the building?s north face fronting Hearst Avenue, research spaces are dedicated to a specialized field of advanced energy exploration. Each floor is organized on a standardized plan and provides two open, eight-bay wet laboratories with dedicated support space located across a centrally-located equipment corridor.

The facility also houses laboratories for the study of molecular and microbial biology, fermentation, and chemical separation, as well as greenhouses, warm and cold rooms, and additional shared instrumentation space. Opposite the support labs, researchers? offices are organized along a glass curtain wall fa?ade on the building?s southern perimeter and overlook the newly created Berkeley Way plaza. Adjacent to offices, conferencing areas and kitchenettes provide venues for formal and informal breakout and social activities. A lobby, reception area, 80-seat auditorium, and auxiliary conference and gathering spaces are also provided at ground level.

Design, engineering solutions support UC Berkeley?s sustainable goals
Targeted to attain LEED Gold certification from the U.S. Green Building Council, building and site design addressed a broad range of sustainable strategies. A highly-insulated exterior cladding system, comprised of glass fiber reinforced concrete panels, provides enhanced thermal and moisture conditions for interior spaces. On the south and west, an angular glass curtain wall profile?projected away from this rainscreen-tiled base?creates a crystalline fa?ade and introduces daylight deep into the office spaces.

Inside, special attention was given to managing laboratory and fume hood ventilation to reduce energy use. This design is nearly 40 percent more efficient than current industry standards. Other features include automated roll-down window shades regulated by the building?s management system and an innovative daylighting control system that adjusts output levels from artificial light sources as daylight travels deeper into the facility. High-performance insulated glass units were also incorporated at all exterior openings.

To further reduce heat gain, an exterior solar shading system was integrated into the curtain wall facade. At each floor, two rows of translucent sunshades are installed at alternating depths of two and three feet. "The sunshades guard against direct sunlight and help to lower energy while also reducing glare,? said Suzanne Napier, design principal and leader of the Science, Technology, Learning & Courts Studio at SmithGroupJJR?s San Francisco office.

Community benefits from new plaza
Sustainable strategies were not limited to building design. South of the EBB, a new plaza provides a much-needed green space. The move also aligns with the city of Berkeley?s goals for downtown renewal. Among other improvements, it offers neighbors a public, park-like area, as well as a restored pedestrian connection for Walnut Street.

The building?s opening was celebrated with tours during Cal?s Homecoming Weekend on October 5-6. A formal dedication ceremony is scheduled in December 2012.

Is the Galaxy Note II Simply Too Big?

As we told you earlier today, Samsung is set to launch its new Galaxy Note II in the United States on Wednesday. It?s going to be an exciting event, especially with the presence of Kanye West, and I have no doubt that many people will be interested in purchasing the device through AT&T, Verizon and the other carriers that will be selling the handset.

But with its gargantuan 5.55-inch display, is the Galaxy Note II simply too big for a smartphone? Perhaps you could find a use for the extra display space, but I feel that there is absolutely no reason for it and that is why I?m quite content with my 4-inch screen on the iPhone 5. Heck, even the 3.5-inch screen on previous iPhone models was suitable enough.

I already thought the predecessor Galaxy Note was large enough with a 5.3-inch screen, but Samsung somehow felt the need to increase the display size even further with the Galaxy Note II. I can only imagine how uncomfortable it must be to walk around with a Galaxy Note II in your pants or jean pockets ? and oh boy, don?t even bring up skinny jeans. Realistically, I feel that no smartphone screen should ever be larger than 5-inches diagonally for it to be even considered a smartphone anymore. The Galaxy Note II is closer to being a miniature tablet than an oversized smartphone. It?s a ?phablet,? as I so often hear it named.

Science Publisher Calls for Better Communications ? But Not of ...

Alan Leshner is worried. It seems scientists are having a hard time getting the public to understand science, and since ?Public understanding of science ? contributes to the extent of support for scientific research,? something must be done.

Leshner, CEO of the American Association for the Advancement of Science (AAAS) and Executive Publisher of its flagship publication, Science, wrote in a recent editorial, ?There is no shortage of topics where policy-makers or other members of the public seem to persistently misunderstand, misrepresent, or disregard the underlying science: climate change, genetically modified foods, vaccines, or evolution, among others.?

Well, I guess two out of four isn?t too bad. I imagine his and my understandings of GMO and vaccines are reasonably alike. But on climate change and (naturalistic macro-) evolution (not to oversimplify and distort), I suspect his conclusions and mine differ dramatically?and I have a feeling that, in question-begging style, he assumes that my conclusions are wrong and his are right, and what?s needed is for him and other scientists to help me understand the science better.

Trouble is (focusing here just on climate change), the better I?ve understood the science on climate change (having read over 40 books on the science and over 30 on the economics, and scores of major papers and thousands and thousands of articles on each), the more convinced I?ve become that catastrophic anthropogenic global warming (CAGW) is false.

In fact, a careful scientific survey found that the more people know about the science, the less likely they are to believe in CAGW.

It seems likely, therefore, that Leshner will be disappointed in the results if scientists do become any better at communicating the science of climate change.

But a careful reading of his editorial suggests that that?s not what he?s really after anyway. After decrying scientists? ineffectiveness at enlightening the public about the science of climate change, he writes,

Valuable studies have been carried out to discover what determines public attitudes toward science and technology, and some ? point to an individual?s ideological views or cultural identity as having greater influence ? than an understanding of the facts. Often, simply increasing public knowledge about an issue will not move the debate ?. Instead, the way an issue is framed can have a larger effect on people?s views. As a case in point, many people will give more credit to the scientific claims about climate change when the issue is cast as a technological challenge than as a regulatory problem.

(I.e., with regard to that last sentence, if we beg the question of the reality of CAGW and just present people with the technological challenge of how to deal with it, we can avoid the problem of convincing them of its reality in the first place.)

It appears that what Leshner is really after is not better public understanding of science but particular public opinions about climate change and that he would be content to see scientists turn from facts to ideology, cultural identity, and framing to move public opinion on global warming?a dangerous but not uncommon view in our postmodern times, even in the science community, as I discussed in ?Wanted for Premeditated Murder: How Post-Normal Science Stabbed Real Science in the Back on the Way to the Illusion of ?Scientific Consensus? on Global Warming.?

That this would indeed satisfy Leshner his very next sentences confirm:

Science is complicated and often jargon-laden, so scientists may need help from a ?translator? to help tell a story simply and cogently. In doing so, the gist of the message is what matters. Here there is a lesson to be learned from antiscience [sic?note the question begging] forces, who regularly oversimplify science in very effective ways, even when distorting it.

Noting that ?people care primarily about things that affect them personally or locally,? he adds, ?thus, a useful approach is to determine what matters to a specific audience and seek a way to make the message relevant to them.?

Yes. Like telling kids who like furry polar bears that global warming is driving them extinct; or people on low-lying islands and seacoasts that global warming is driving sea levels upward faster than ever; or biodiversity champions that global warming threatens to drive half the world?s species extinct; or allergy-prone people that global warming?s cause, rising CO₂, will cause the pollen that irritates them to multiply (to mention just four such tactics)?when the first three are false and the last is offset by the fact that pretty much all plants will grow better, meaning food will be cheaper.

The fact is, in my constant reading and conversations, I?ve found it far more common for CAGW true believers than critics to oversimplify and even distort the science. It?s the true believers who so readily resort to the claim, ?Look, it?s basic physics. Greenhouse gases warm the planet, CO₂ is a greenhouse gas, so more CO₂ means more warmth.? They?re the ones who don?t like to get into the weeds of quantifying ?climate sensitivity,? CO₂?s logarithmic warming curve, the sign and magnitude of climate feedbacks, the multiple natural drivers of climate, whether and how much local land use change (especially urbanization) distorts ?global? temperature readings, or any number of pesky details that falsify their intuitively sensible but false conclusion. They?ll discuss them, reluctantly, if pressed, but only then.

?Public understanding and support of science and technology have never been more important, but also never more tenuous,? Leshner says. Perhaps he?s right about the support, but I have a hunch public support for ?science? (in this context, code for global warming alarmism) is tenuous precisely because public understanding of science is growing?thanks to ?climate skeptics.?

Insight: Murky deals cast doubt over Nigeria's power sell-off

ABUJA (Reuters) - For decades Nigeria has failed to fix chronic electricity shortages that stifle growth and help keep millions in poverty.

That is about change, the government says, when most of the power sector is privatized by the end of the year. Its target is to increase electricity output tenfold to 40,000 megawatts by 2020.

Turning on the lights in a country where power cuts are a daily ordeal could push Nigeria's growth into double digits and help diversify its economy away from oil, which in 50 years has created a super-rich elite but has done little to reduce mass poverty.

Yet since power minister Barth Nnaji resigned in August over an alleged conflict of interest, doubts are gathering about the integrity of the process, as oligarchs with scant experience in running power firms line up for a slice of this lucrative pie.

As with Russia in its 1992-1994 sell off of state assets, it is entrenched political and business elites who look set to win much of Nigeria's power sector, even while Western aid agencies are backing the process with tens of millions of dollars.

The government announced preferred bidders for 10 power distribution firms this week and has approved bids for five power plants, a major step forward. But already the companies who lost out and labor unions have said the process was fraudulent and the results to be scrapped.

The wealthy figures behind the consortia bidding already control vast stakes in Nigeria's economy and political machine, and many of the assets only had one approved bidder each. It is often felt that since the oligarchs have such sway in Nigeria, it is better to have them in the process rather than outside it.

In past Nigerian privatization efforts, unqualified bidders and political wrangling caused years of legal battles and delays after assets were awarded. Sometimes funds were diverted to people who failed to revive the firms and left debts unpaid.

Nigeria tried to sell former telephone monopoly NITEL for more than 10 years but buyers who won privatization bids never paid up. After years of legal rows, it remains in state hands.

The stakes are higher for power.

"For a sector being primed for the most comprehensive overhaul in its history, it was perhaps expected that entrenched forces of the ancient regime would not let go without a fight," Nigerian policy analyst Sanya Oni said.

"It is ... the beginning of the long, difficult road."

POWER GODFATHERS

Despite holding the world's seventh largest gas reserves, Nigeria produces less than a tenth of the amount electricity South Africa provides for a population a third of the size.

Some $40 billion has gone into reforms in the last 20 years, says Control Risks, a consultancy, yet power has only improved slightly.

Sorting out this mess would seal President Goodluck Jonathan's legacy.

The Power Holding Company of Nigeria is being sold as six generation firms and 11 distribution companies. A contract for transmission has been given to Canadian firm Manitoba Hydro.

Among the figures angling for a slice of privatized power is billionaire businessman Emeka Offor. His company Chrome Group is the highest bidder for firms in the capital Abuja and Enugu.

Offor made his fortune from government contracts, especially under military dictator Sani Abacha in 1990s.

Between 1999 and 2002, Chrome Group worked on a $100 million contract for maintenance on Nigeria's Port Harcourt oil refineries, in Africa's biggest oil industry. They have operated at just 30 percent capacity since, and the state oil firm has said the work was not done properly.

"The turnaround maintenance was successfully completed and duly handed over to Port Harcourt Refining Company," Chrome Group spokeswoman Val Oji wrote in an email, with the relevant completion certificates attached, when asked about it.

Global Witness, a UK-based watchdog, investigated Offor's Seychelles-registered oil firm Starcrest in February. It said it won an oil block in 2006, then within months signed Swiss firm Addax on as 'technical partner' for a $35 million fee.

That deal left Starcrest with a big minority stake, and Addax, the firm with the expertise to produce the oil, paid a $55 million signature bonus. Offor told the NGO that Nigeria's financial crimes commission had cleared Starcrest of wrongdoing.

The deal resembles arrangements common in Nigeria, in which a company run by a local oligarch 'partners' with a foreign firm with the know how, and takes a cut.

Industry sources say power privatization is going on in the same way, which will make it slow and costly, even if it does finally turn the lights on.

Oji cited two transmission lines completed in the northern state of Gombe in 2010 as evidence Chrome had relevant experience.

OTHER PLAYERS

Another powerful figure lining up is General Abdulsalami Abubakar, who was military ruler for a year after Abacha's death in 1998. He chairs Integrated Energy, which has the preferred bid for electricity distribution companies in Yola, Ibadan and the two covering the commercial capital Lagos.

Local press have reported that former military dictator Ibrahim Babangida, one of the most powerful 'godfathers', is putting his weight behind the North South Power Company, the only consortium approved to bid on the Shiroro plant.

A spokesman for Babangida, Kassim Afegbua, however denied that he was "involved in any power company at all".

Bola Tinubu, former Lagos governor of Lagos and undisputed godfather of Nigeria's commercial hub, is backing Oando's bid for a distribution company servicing the south, including Lagos. Oando, run by his nephew Wale, is an oil and gas company, but it has made small inroads into power.

It set up the Akute Power company to develop a 12.15 MW power station that now services a Lagos water plant.

Tony Elumelu's Transnational Corporation, which owns, amongst other things, The Hilton hotel in Abuja, is a preferred bidder for the Ugheli thermal power plant.

"None of these guys has much of a background in power. They can't do it alone. They need partners," said Bismarck Rewane, CEO of Lagos-based consultancy Financial Derivatives.

Some do have them. Yet globally respected power companies like AES, Essar and Schneider Electric who showed an initial interest in buying assets in 2010 decided not to join up with Nigerian partners and bid.

Others involved in bids, including Arumemi Johnson, the chairman of airline Arik Air, and billionaire oil magnate Femi Otedola, were banned last month by the central bank from borrowing money due to unpaid debts -- poor financing is a key risk to the long-term success of power projects, as the government estimates the industry needs $10 billion a year.

Otedola repaid his debt days after the ban was announced.

"In the history of privatization in this country, the common wealth has largely ended in the hands of senior government officials and their cronies and kin," wrote Mohammed Haruna in The Nation on Wednesday. "Unless the authorities ... guarantee integrity, their privatized offspring can only bring more pain."

"LACKING TRANSPARENCY"

U.S. and British aid agencies are overseeing this process.

Britain's Department for International Development (DFID) pays 200,000 pounds ($322,800) a year for some embedded consultants who also have strong political ties, a source who has worked on one of the power projects they fund said.

A DFID spokesman told Reuters they had helped to make the privatization "as transparent as possible". DFID has spent 21 million pounds since 2007 on the power sector. Since then, generation has risen by roughly 1,000 megawatts, according to Nigerian government data. Yet tens of thousands are needed.

"An independent review ... concluded that a substantial part of the increase in power supply would not have occurred without ... these expert advisers," the DFID spokesman said.

No new minister was appointed after Nnaji resigned on August 28 over allegations he was involved in Geometric, one of the firms bidding. DFID openly funded Nnaji's office throughout, even though it was public knowledge that he has a stake in Geometric.

"The irony for donors is that they stand accused of helping to fuel the very practices they aim to combat .... lending credibility to a process they should have known to (be) lacking in transparency," said Antony Goldman, head of PM consulting.

Nnaji was seen as a technically competent minister, but a power ministry source says he did not get on with Vice President Namadi Sambo, the man with the most influence over the sector.

Sambo is head of the National Council on Privatisation (NCP), which has the final say on which firms make it through the bidding process. He also manages the National Independent Power Projects, a state-run scheme to build ten power plants set up eight years ago that has swallowed up $20 billion of government funds but left only four plants producing power.

Sahelian Power, the sole approved bidder for a distribution firm serving northern Nigeria's main city of Kano, has close ties with Sambo, a northerner, a power ministry official said.

He also noted that the only distribution company judged by the body Sambo chairs to have had no technically qualified bidders was in Sambo's own home state.

Sambo did not respond to a request for comment. He has publicly said does not own any firms bidding.

Many Nigerians say there is still grounds for optimism.

A senior power sector official said it was "inevitable" that those with political backing would be behind the bids. "That's just Nigeria," he said, but he added: "If they are supported by technically capable companies then does it really matter?"

It may not matter in the case of, say, Abubakar. The retired general is no power expert but Integrated Energy has partnered up with the Philippines' largest power retailer Manila Electric on a series of bids for state assets.

If all bids can find competent foreign partners like this, the process could yet get the lights to work, analysts say.

These men with big bucks may also have been the only people willing to take on the financial risk at this stage, starting with a minimum bid bond of $2 million, said Kayode Akindele, partner at Lagos-based financial adviser 46 Parallels.

Besides, in Nigeria, where nothing happens without the oligarchs, getting them involved may be the easiest option.

"It helps to have powerful interests part of the process," Akindele said. "Rather than outside, working against it."

Humor, Humility and Sincerity: The Dalai Lama Speaks at WestConn ...

The Dalai Lama?s visit to Western Connecticut State University this week was attended by people from all walks of life and from all parts of the country.??

Roger Poling and his friend, Rick Drumwright, travelled 650 miles from Morehead, N.C., to see the Dalai Lama speak.

While it was Poling's first time seeing the Dalai Lama speak, Drumwright participated in two weeks of teaching by His Holiness in Washington, D.C., some years ago. Drumwright had obtained tickets via lottery, but Poling had to buy them. When tickets became available, he called the ticketbooth, hitting ?redial? for an hour and 20 minutes until he was able to get through for a purchase.

Drumwright, whose green prayer beads were wrapped around his left wrist, spoke of the virtues of meditation and how difficult but rewarding it is.

"Meditation is one of the hardest thing to do," he said. "But it's important. You'll never quiet the mind completely, but you'll be able to give your subconscious time to come to the surface."

The Dalai Lama's visit was a surreal experience for Poling.

?I?m an old man and I never expected to get to see him in my lifetime,? said Poling, who described himself as a practicing Buddhist. ?In any generation, we?re lucky if we can have one holy man on the planet. For this generation, I think the Dalai Lama is it.?

When the O?Neil Center?s 4,500 seats filled up and the time turned to 1:30, a group of red-robed monks from the?Drepung Gomang Monastery?began a Tibetan chant encouraging kindness and selfless benevolence. ?

The press lined up with cameras ready for a 60-second window to snap photos up close when the Dalai Lama would approach the podium.

A security guard whispered to an aide, ?He?s here.?

Long minutes passed as the crowd waited in an anxious quietness, ruffling pamphlets and speaking in whispers. But before His Holiness would arrive on stage,?Western Connecticut State University?President James Schmotter began an introduction. He thanked the?Do Ngak Kuphen Ling Tibetan Buddhist Center (DNKL) located in Redding, for its vital role in bringing the 14^thDalai Lama to WestConn.

It was ?an historic occasion,? said Schmotter.

Gyumed Khensur Rinpoche Lobsang Jampa, the Spiritual Director at Do Ngak Kuphen Ling, spoke next.

?The university has undertaken extraordinary efforts to make today a wonderful and historic event for our community. Our work together has developed a warm and lasting friendship between DNKL and our friends at WCSU. We pray for their continued success in educating thoughtful, ethical and happy students,? he said.

Finally, the Dalai Lama himself spoke with his trademark mix of humility, humor and sincerity.

Wisdom from the Dalai Lama

Inner peace, a necessary goal in Buddhist philosophy, was one of the topics His Holiness discussed. After asking, "How do we develop inner peace?" he offered up prayer as one possible avenue but cautioned people against putting all their stock in prayer.

"I believe more in action rather than prayer," the Dalai Lama said with an infectious laugh that inevitably caused the audience to chuckle as well. "I believe action is more important. These prayers should translate into action."

Education and emotion were another two topics the Dalai Lama broached. He spoke about where emphasis should be placed in order for one to be happier and more compassionate. Click?here to watch a clip of the Dalai Lama's talk.

A Once in a Lifetime Opportunity

While not all travelled from afar, those in attendance knew they were witnessing something unique if not extraordinary. Several people in the audience had ties to Bethel. Two Bethel High School teachers, Jennifer Scott and Katie Kellog, said they came to listen to His Holiness? words and share them with their students.

?It?s a once in a lifetime opportunity,? said Kellog. ?He stands for peace, compassion and kindness?we wanted to see that and relate those feelings back to our students in our classes,? she said.

Both her and Scott teach modern world history at?Bethel High School. She pointed to one of the huge televisions bordering the main stage.

?Our seniors did that video," she said.

The video being broadcast (see the whole YouTube video attached to this article) was done by Bethel High School students from the school?s Amnesty International chapter. It played on a loop before the beginning of the event.

Another Bethel resident, Tia Murphy, said she was eight years old when she told her sister that she would see the Dalai Lama someday.

"I read about him in National Geographic," she said. This would be the second time she saw His Holiness.

"I saw him many, many, many years ago," she said, when he came to Winston-Salem, North Carolina.

Murphy said the first time she saw the Dalai Lama, he wasn't announced and never spoke; it was only after the monks left the area she was in that she was told one of them was the Dalai Lama.

"So I did see him but I didn't know it at the time," she said with a smile.

Southbury residents Carol and Tanya Brenton felt the positive energy around the day, even before the Dalai Lama walked through the curtains.

"I?ve been smiling like an idiot all day," said Carol with a laugh.

The Dali Lama will speak again today at 10 a.m. His theme will be ?Advice for Daily Life.?

Dish vs. Cablevision court filing hints at a settlement, could lead to AMC's return

If you're waiting for a sign that shows like The Walking Dead are coming back to Dish Network, a court document filed Thursday might be it. According to Reuters, the document was originally filed with the title "poss. settlement" (later changed to "adj. for briefing") and set a date for October 22nd. Additionally, the New York Post reports that on Wednesday the Judge adjourned proceedings for the week. As you'll recall, Cablevision sued the satellite company over its Voom HD channels being dropped back in 2008, and is asking for $2.4 billion in damages. If the two have found a resolution, the next question would be whether this affects Dish's negotiations with Cablevision spinoff AMC Networks, which the latter claims were derailed because of its connection to Voom.
