Special Report: "Rats" and "black mouths" gnaw at China stocks (Reuters)

SHANGHAI (Reuters) ? Even before China's great stock market bull run of 2006-2007, Wang Jianzhong had become known as China's "god of stocks" for his prescient picks.

Such was his influence at the market's peak that reports by his company, Beijing Shoufang Investment Consulting, republished in dozens of influential newspapers and websites, were themselves often cited as a reason for a particular share price rising.

By late 2006, it was generally expected that whichever companies Wang recommended in his columns would be among the biggest gainers the next trading day in the Shanghai and Shenzhen markets.

Wang knew it as well, and put that knowledge to use.

Between January 2007 and May 2008, Wang bought shares in 38 companies, wrote reports on them, and then unloaded the stocks after his recommendations helped lift their share prices.

It was a lucrative ramping scheme. In 55 separate transactions during that time, Wang earned 125 million yuan ($19.5 million), according to regulators.

The financial sleight of hand has now given him the dubious distinction of being China's first convicted stock market manipulator. He was sentenced in August to seven years in prison and fined 125 million yuan, on top of having illicit earnings of the same amount confiscated.

While his case went hardly noticed in the Western media, Wang is now known as China's most famous "black mouth" -- a Chinese expression for a commentator who manipulates the market by talking up companies in which they have taken stakes.

Wang's case is just one high-profile example of widespread wrongdoing in China's capital markets, according to eight industry insiders interviewed by Reuters. The shady practices not only hurt millions of retail investors but create challenges for the foreign money managers and investment banks that invest their clients' cash in mainland Chinese equities.

Employees of Chinese brokerages, fund managers, and company executives are among those engaged in illicit activities, ranging from falsifying numbers on listing prospectuses to insider trading, the industry sources said.

These disclosures about how the markets are being manipulated follow a Reuters investigation into accounting fraud at Chinese companies listed in North American exchanges.

The accounting scandals exposed a subculture of bookkeeping shenanigans in Chinese finance, underscoring the dark side to the explosive growth of China's nascent financial markets and the risks to investors entering them.

FALSE IPO DATA

One of the most common of the illegal stock trading practices is including false figures for revenue and other data on IPO prospectuses, said one senior manager with a brokerage firm based in eastern China.

"It's just a bunch of bosses meeting up and filling in the forms. 'What kind of price do you want? We'll get you that price,'" said the source, who asked not to be identified for fear of repercussions.

"Often it's because someone's kid is doing a certain business, so if I help him with an IPO now, he might help me with something else down the road."

Another practice involves collusion between company executives and major institutional investors. They get together ahead of a planned secondary share offering, and agree to ensure the company's share price performs well enough to attract demand for the offering.

The investors then dump the shares after the offering when the share price has reached a high enough level. Along the way, commentators help talk up the stock among retail investors amid well-timed releases of positive news on the company, said another industry source, again on condition of anonymity.

"We'll set it up for them. Everyone will get together in a room and work out a schedule," the source said. "We'll know when the stock will reach a certain point, and set a target for when those involved will aim to get out."

The source declined to give names of particular companies affected by such practices for fear of incriminating his firm. But it is not uncommon to see share prices of some listed companies, especially smaller firms listed in the southern boomtown of Shenzhen, experience massive run-ups followed by precipitous falls after a secondary offering.

To be sure, that type of scheme is facilitated by the herd mentality of China's retail investors, who account for some two-thirds of stock market turnover and are known to trade on very short-term horizons based less on fundamentals than on daily rumors about policy support for certain sectors or deals by individual companies.

The sheer amount of effort the China Securities Regulatory Commission (CSRC) has devoted to combating the problem of insider trading is one indication of the extent of the problem.

The CSRC has in the past year published more than half a dozen statements about insider trading on its website, in addition to holding symposiums on the issue, after China's cabinet ordered a crackdown late last year.

The CSRC declined repeated requests for comment. But the regulator said in a statement on its website (http://www.csrc.gov.cn)

this month that it had taken on 83 new cases of market malpractice in the first half of this year, including 45 cases of insider trading.

"In the second half, with changes happening in market conditions and uncertainty in the external environment, illegal activities will take on new forms," CSRC warned in the statement. The regulator said "it will continue to prioritize the crackdown on insider training ... 'rat trading' and illegal information disclosure."

RATS' NESTS

The misuse of private trading accounts by mutual fund managers is a practice, which like that of "black mouths," is common enough to have been given a colorful nickname in Chinese: "rat trading."

The rats are fund managers who buy securities in their own personal trading account ahead of large purchases of the same security by their fund house, hoping to profit from a rise in the share price from their firm's larger transactions.

The CSRC has been especially cracking down on this practice because it is holding back the development of the mutual fund industry. In one illustrative case, the regulator meted out punishment to Huang Lin, former money manager at Franklin Templeton Sealand Fund Management Co in Shanghai.

Using an account in an associate's name, Huang, 32, bought or sold stocks from May 2007 to July 2008 ahead of transactions in the same stocks by the mutual fund he managed, the CSRC said.

Ironically, the 15 illegal transactions, which involved eight stocks, including Ningbo Huaxiang Electronics (002048.SZ) and Huafa Industrial (600325.SS), resulted in a loss for Huang of 54,000 yuan, according to the watchdog, which said it collected evidence from trading and chatroom records.

The regulator barred him from working in the fund industry and fined him 300,000 yuan.

In the mutual fund industry, perhaps more than anywhere else, investor distrust is holding it back. The fund industry's assets under management have fallen steadily, to the point their equity holdings now account for only 19 percent of China's total trade able share capitalization, down from a third in 2007, according to Huatai United Securities.

"I suspect 'rat trading' has been quite rampant in the industry and only a fraction of such malpractices have been caught," said Zhang Haochuan, head of research at fund consultancy Z-Ben Advisors. "This has certainly hurt the industry's growth."

The reluctance of small retail investors to entrust their cash with professional money managers has, in turn, helped perpetuate a speculative investment culture that almost guarantees a volatile market, with amateurs engaged in herd-like day trading.

With distrustful investors avoiding mutual funds, the market is starved of stable long-term stock investments, the type that has helped support more mature markets.

That is at least one reason why China's stocks have not performed in line with record corporate profits and booming economic growth, which has averaged in the double digits for most of the last decade, analysts say.

The Shanghai Composite Index (.SSEC) fell 14 percent in 2010, when it was one of the world's worst performers despite the more than 10 percent growth in the economy. It is down another 14 percent so far this year.

CAUGHT IN OWN TRAP

Sometimes the rats get caught in their own trap.

In one example, real estate executive Qing Shaoqiu bought more than a million shares in the company he chaired, Shanghai Xingye Resources Holdings (600603.SS), just hours ahead of a share suspension, betting a merger his company was planning to announce would lead to a jump in share price.

It ended up being scrapped due to adverse market conditions, leading to sharp falls in Xingye's share price. When trading resumed, Qing was stuck with a 2 million yuan loss.

Not only that, last November the CSRC fined Qing, now 40, 200,000 yuan for insider trading, barred him for life from China's capital markets and banned from serving as an executive on any listed company for five years.

Such practices pose huge headaches for the 116 foreign institutions allowed to trade on China's equity and bond markets through the Qualified Foreign Institutional Investor (QFII) program.

Smaller companies can be especially challenging, many of them listed on the small- and medium-sized enterprise board and Nasdaq-style "innovation board" in Shenzhen, bordering Hong Kong. Their share prices are easier to influence by virtue of their smaller size, analysts say.

The CSRC has strict reporting requirements for the more than 2,200 companies listed in Shanghai and Shenzhen, but many analysts question the quality of the data, especially that of the smaller companies.

"You have some pretty creative accounting techniques that Chinese companies often use," said Kent Kedl, managing director of Greater China and North Asia with consultancy Control Risks.

"Some will have one set of books internally, one set of books for the tax authorities, and another one to potentially show investors. It's a pretty common thing."

That makes it essential for foreign investors to have an on-the-ground presence to oversee investment targets, said Ching Shao, chief executive and co-founder of the SMC China Fund in Shanghai.

"You really need to do your own due diligence," she said. "Not only talking to the companies, but going to talk to their competitors, their enemies, their suppliers -- the people who conduct business with them," she said. "That's really the very reliable source."

TOUGHER PENALTIES

Companies have gone to unusual lengths to corner any "rat traders."

"When you come in at 8:30 in the morning, you hand over your mobile phone. Then from the time you walk into your office to the time you sit down at your workstation, you're on camera," one fund industry source said.

"Once you log in, you're getting screen shots of your desktop every three or seven seconds. But what's the reality? Everybody's got three mobile phones because their line is recorded, so they use their mobile phones. And it happens a lot."

The problem is part of a much larger China syndrome. Whether it's food safety or rampant counterfeiting, those who want to cheat or cut corners will usually find a way around any restrictions, because enforcement resources are so woefully inadequate.

Industry participants have called for stiffer penalties for offences, and some point to the increasing trend of criminal penalties, including jail terms such as Wang's, as a sign of progress.

In many ways, the problems with China's markets are growing pains. The stock markets were established just over 20 years ago, and some of the problems of manipulation and insider trading that have cropped up also plagued more developed markets, especially when they were at a similar stage of development.

FAIR PLACE TO GAMBLE

Many retail investors shrug off the inherent disadvantage they face, with so many insiders privy to so much information that they are not. That includes the chronic leaking of important economic data, prompting the statistics agency to crack down on the practice this year.

"This market isn't healthy, it isn't fair, but what can I do?" said Ms. Xu, a 56-year-old retired worker, monitoring the prices of shares she had bought at a brokerage in the eastern city of Hefei, in Anhui province.

"I'm retired, and don't have much else to do. At least this way I can come here every day, have something to do, and the chance of making a little money," she said, surrounded by other retail investors, many of whom passed the time by knitting sweaters and playing cards.

While some individual investors might be resigned toward the market manipulations, the Chinese government itself has much higher expectations, announcing plans to turn Shanghai into a global financial center by 2020.

"Things have actually been improving quite a lot, especially for larger enterprises," said Geng Xiao, an economist who formerly worked for the Hong Kong Securities and Futures Commission and is now director of research for the Fung Global Institute in Hong Kong.

But, he added, regulators need to do more to stamp out insider trading and other market malpractices. They need to provide better oversight, particularly of smaller companies, if they hope to make China's capital markets serve their ultimate function of channeling investment to the most deserving ends.

They will never be able to erase the rambling-gambling nature of China's markets, he said.

"I'm not against it being a casino, because it is in a way," he said. "But it has to be a fair, efficient casino. And then you can use that to diversify risk and allow people to help the real sector."

Nobel Peace Prize for Arab Spring? (AP)

OSLO, Norway ? The Arab Spring is the focus of speculation over this year's Nobel Peace Prize, with an Afghan human rights activist and the European Union as possible outsiders.

The Norwegian Nobel Committee gives no clues ahead of the Oct. 7 announcement, but judging by previous selections, the rebellion sweeping across North Africa and the Middle East would appear to tick all the right boxes.

"It would be consistent with their effort to give attention to high-profile and extremely important, potentially breakthrough developments by movements and by people," said Bates Gill, director of the Stockholm International Peace Research Institute.

The challenge would be to identify a person or group that embodies the non-violent spirit of the revolution, and doesn't turn out to be less deserving of the prestigious $1.5 million award once the final chapters of the still-unfolding Arab Spring have been written.

"It's particularly hard in the context of these protests where there hasn't always been an identifiable leadership," said Kristian Berg Harpviken, the director of the Peace Research Institute Oslo, and a prominent voice in the Nobel guessing game.

His top picks are Egyptian activists Israa Abdel Fattah, Ahmed Maher and the April 6 Youth Movement, a pro-democracy Facebook group they co-founded in 2008. They "played an instrumental role in the mobilization of protests on both the Internet and on the street," Harpviken said.

His second choice is Wael Ghonim, a marketing executive for Google, for re-energizing the protests on Cairo's Tahrir Square after the ouster of President Hosni Mubarak.

Harpviken's third pick is Tunisian blogger Lina Ben Mhenni who started criticizing the Tunisian regime before the uprising began in December. She made her name on Facebook as "Tunisian Girl" and, as the country's Arab spring rolled into a fullscale uprising, became a media darling.

The Tunisian man whose self-immolation set off the protests is not a contender because the Nobel Prizes are not awarded posthumously.

One potential obstacle for an Arab Spring award is the Feb. 1 nomination deadline. Harpviken admitted that he wasn't sure whether any of his picks would have been nominated by then. Tunisia's revolt had peaked but the Egyptian protests were just gathering steam, and it was still not clear that the protests would escalate and spread across the region.

However, jurors could add their own suggestions until their first meeting Feb. 28 by which time the uprising had spread to Yemen, Libya, Bahrain and other countries.

The committee can only choose from the valid nominations it had received by that meeting, but is free to consider subsequent events when making their decision.

Geir Lundestad, the non-voting secretary of the committee, noted that's what happened in 1978, when the prize went to Egyptian President Mohamed Anwar al-Sadat and Israeli Prime Minister Menachem Begin. They had been nominated for other things, but won the prize for the Camp David peace agreement, which was concluded in September, long after the nomination deadline, with the help of U.S. President Jimmy Carter.

"But Jimmy Carter had not been nominated. So although the committed wanted to include him in the prize, he could not be included because he had not been nominated," Lundestad said.

Carter won the 2002 prize on his own.

The independent, five-member award committee appointed by Norway's Parliament has not shied away from controversy since former Norwegian Prime Minister Thorbjoern Jagland became chairman two years ago.

The 2009 award to President Barack Obama, in the first year of his presidency, met fierce criticism, especially from Obama's political opponents, that the prize was premature. Last year the Nobel committee awarded imprisoned Chinese dissident Liu Xiaobo, despite strong warnings from China.

The award citations show the current jury strives to link the prize to current events. It sees the Nobel Peace Prize as a catalyst for change, encouraging efforts to make the world more peaceful, democratic and respectful of human rights.

In that context, the committee might be looking at Afghanistan. The day of the Nobel announcement will also mark 10 years since the Afghan war started on Oct. 7, 2001, in response to the 9/11 terror attacks in the United States.

A top candidate could be Sima Samar, who chairs the Afghan Human Rights Commission and serves as the U.N.'s special envoy on human rights in Afghanistan. Samar gave the lowest odds in Nobel betting on paddypower.com.

Honoring the EU ? which typically is nominated every year ? would have a special resonance given the current debt crisis that is undermining the euro currency and stoking a rise in nationalist sentiment.

Though Norway is not an EU member, Jagland is a strong supporter of the European bloc, which many consider a peace-building institution as much as an economic union. Intertwining their economies has helped member nations stay at peace with each other for six decades ? no small feat in Europe's war-scarred history.

Julian Assange and his secret-spilling website, WikiLeaks, are also known to have been nominated, but their chances should be slim, considering the still ongoing sex crimes investigation against him in Sweden, and the release this year of unredacted U.S. diplomatic cables, which critics say may put sources at risk.

Early Interventions: An Economic Approach to Charitable Giving ...

I read the recent Barclays Wealth report with interest. In it the report suggests that philantrhopists should take an alternative view to their giving strategy and start to look at some of the less traditional routes and instead look at more innovative routes to solving issues.

I found this interesting in isolation but then a conversation I had with someone last week about corporate charity giving suggested to me that this approach could move beyond this report into other areas of philanthropy. The conversation I had revolved around a companies charitable activity. It was suggested that companies could be or are already fed up with the traditional routes of supporting causes and in many ways they are just going through the motions. But if they were to stop and think about it they would really like to be making an impact, a real impact (yes Im back to talking impact!). The person I spoke to suggested things that are similar to this report (although on a different scale).

So with that in mind, it is well worth looking at this summary of the report and if you have time to look at the full report (here) do. I think this could really start to penetrate into broader thinking on charitable giving over the coming months and years?so how can you be a leader in this thinking?

New report highlights ?100bn impact of major social issues and emphasises importance of early intervention

A groundbreaking new report, published on Monday, September 19th 2011 by Barclays Wealth, highlights some of the most expensive social issues in the UK ? with the combined costs identified in the report approaching ?100bn each year. Taking a ?return-on-investment? approach to philanthropy and applying economic analysis to UK charitable giving, the report explores how private funders are well placed to help tackle the root causes of these issues. Such efforts can bring significant savings to public finance, as well as improving the lives of individuals and their economic prospects.

The report, entitled?Early Interventions: An Economic Approach to Charitable Giving, was developed in association with charity think tank and consultancy New Philanthropy Capital (NPC). Using a prioritisation process to review 30 of the costliest social issues in the UK, researchers further analysed three issues in detail to understand causes and links, before looking at interventions. These three issues and their associated impact on the public purse are:

  • Children with conduct problems (?51bn)1
  • Adults out of work due to mental health problems (?45bn)
  • Chaotic families (?12bn)

Commenting on the research, Emma Turner, Director of Client Philanthropy at Barclays Wealth said:??It is clear that these three issues are proving a significant burden to the welfare state, from an economic as well as a social point of view. However, these issues don?t necessarily elicit the most generous response from private funders. The more light that is shone on these types of social issues and the impact of interventions ? such as those highlighted in this research ? the more chance there is of private funding being made available to help.?

Early intervention

The report argues that early intervention is vital in tackling those issues which can contribute to entrenched social problems at a later stage. Furthermore, funding early-stage, preventative approaches can bring about significant economic savings for the state.

The report identifies that there are currently 1.3 million young people in the UK with serious behavioural issues. According to one case study, the cost to society of dealing with just one individual with these problems could exceed ?148,000 by the time they reach the age of 16. However, over the same time period, supporting an individual, via intensive family support, counselling in schools and Multisystemic Therapy2, could cost ?32,000 ? equating to nearly a fifth of the cost of current crisis services.

Iona Joy, Head of Charity Effectiveness at New Philanthropy Capital said:??A charity that helps to divert a young person from crime and into a job not only improves the lives of potential victims, members of the community, and indeed the young person in question, it can also reduce the costs of policing, courts and custody. It further helps the young person to earn a wage, pay tax and contribute to the economy. Many charities aim to improve people?s lives regardless of economic benefits, however taking an economic approach to allocating charitable funding helps us to understand the value of tackling some of the toughest social problems faced in the UK.?

Another costly issue examined in the report is adults facing employment challenges due to mental health problems. Mental health problems affect one in six adults at any one time, with costs of ?45bn per year due to related unemployment and reduced productivity.

At present, there are 1.3 million people with mental health problems who rely on benefits, yet many of this group would like to return to employment. The report argues that early workplace intervention by employers could reduce this number greatly. Specialist employment support for those out of work with mental health issues, as well as supporting employers to make workplaces more conducive to good mental health, have been shown to deliver savings of up to ?2.50 for every ?1 invested.

A further key issue analysed in the report is chaotic families. The report estimates that 140,000 families cost society ?12bn each year through reliance on public sector services and wider social costs. This figure could be greatly reduced by employing proven methods of intervention, for example, targeted support for families has an estimated cost of ?19,500 for each family per year ? an average saving of ?40,000 annually per family. Moreover, these savings are dramatically increased in the case of the most problematic families, with savings reaching over ?130,000 per year in some cases.

A compelling case for private funders

Whilst the report shows that funders can vary greatly in their style of charitable giving ? in terms of time, involvement and funds at their disposal ? they are now in an increasingly advantageous position to ensure the funds they invest in a philanthropic cause can make a difference. However, there are also many considerations private funders must think about when making decisions about the charitable sectors they want to fund, such as their level of ambition, their willingness to engage with other partners and their attitudes to risk.

In order to help funders decide how they are best suited to approach issues and interventions and what level of risk ? or return ? they are looking to take, the report outlines a framework to help donors make these decisions, based on their own ambitions and risk appetite. In addition, the report refers to distinct funder profiles, which range from the time-poor ?Gift Givers? to the ?Change Makers? ? committed philanthropists willing to take risks on new initiatives.

Emma Turner commented:??Private funders have an unrivalled capacity to fund initiatives that the government cannot. It is now clear that there is a growing group of enlightened funders, defined as Change Makers, who understand that the current method of responding to social problems only once they reach crisis point has limited success. This group of funders is willing to take risks on new philanthropic initiatives that address the root cause of problems, rather than just the visible symptoms.

?In bringing these difficult issues, which are often neglected, to the attention of funders ? we need to provide powerful reasons for why they should invest in these interventions and what they can achieve by doing so.??Emma Turner continued, ?If we want to tackle some of society?s biggest problems, and persuade funders to choose routes such as early intervention funding, we have to find new and better ways of making the argument more compelling.?

Mainland China's Shanghai Composite Index lost 0.5 percent to 2,380.34 and the smaller Shenzhen Composite Index dropped 1.5 percent to 1,016.63.

But South Korea's Kospi rose 1.8 percent to 1,753.52. Benchmarks in Malaysia, Taiwan, Indonesia and the Philippines were also higher while India and Singapore were down.

Investment sentiment was dented after German Chancellor Angela Merkel late Wednesday suggested that a second bailout package for Greece might have to be renegotiated. Several European leaders want banks to take bigger losses on Greek bonds. France and the European Central Bank oppose the idea.

Earlier this week, financial stocks were buoyed by hopes that a plan was in the works to prevent Greece from defaulting on its debts ? an event that some fear would crush banks with significant holdings of the country's bonds and cause domino-style defaults in other indebted countries such as Italy.

"One of these days, they will manage to get something onto paper. But at the moment, it feels like a big swinging match," said Ben Potter, market strategist at IG Markets in Melbourne. "Markets always sell off further than they should and snap back further than they should."

"I think people sort of have fallen into the trap of thinking, 'The market is rallying, so something good must be happening,'" he said.

Raw materials companies were among the biggest decliners in Asia after prices for commodities like copper and oil fell sharply. Investors fear that Europe's problems could cause the global economy to slip into another recession, weakening demand for basic materials.

Japanese energy explorer Inpex dropped 1 percent. Nippon Steel fell 3.5 percent. In Australia, mining giants BHP Billiton fell 2.1 percent while Rio Tinto lost 3.3 percent. Newcrest Mining Ltd., the country's biggest gold miner, fell 2.9 percent.

But technology companies fared better, following on the heels of U.S. tech shares.

South Korea's LG Electronics soared 12 percent and Samsung Electronics, the world's top global manufacturer of flat screen televisions, memory chips and liquid crystal displays, rose 4.1 percent. Hynix Semiconductor Inc. gained 5.4 percent.

Shares of POSCO, South Korea's leading steelmaker, rose 2.2 percent as the company announced the start of work on a cold-rolled stainless steel plant in Turkey, Yonhap news agency said.

Tokyo Electric Power Co., meanwhile, tumbled 12.17 percent following Japanese media reports that a government panel has estimated that compensation payments related to a nuclear leak following the March earthquake and tsunami disaster could reach as high as 5 trillion yen.

On Wall Street on Wednesday, the Dow Jones industrial average fell 1.6 percent to close at 11,010.90. The Standard & Poor's 500 index fell 2.1 percent to 1,151.06. The Nasdaq composite index fell 2.2 percent to 2,491.58

As an Environmental Studies major, I find it important to focus not only on how the environment affects people, but also how people affect the environment. For example, the fact that a person in Phoenix uses more water than a person in a neighboring town is somewhat unusual. I know that Phoenix is located in a hot, dry region, but the natural heat should be the same there as in another town in the general area. But this doesn?t take into account the pollution from cars and factories. After all, carbon burned by one person does become everyone?s problem.

The chapter that I?associate?the most with, is Chapter 5. It talks about factory farms, which are basically assembly lines for getting more products from animals than we need. The example that they give shows a pig in a cage that can barely move, and her young get crushed to death despite the safety precautions put in place. This process reminds me of the bear bile farms in mainland China. The Chinese moon bear is a very rare species that is put through arduous conditions because its bile is used in Chinese medicine. The bear is placed in a tiny cage similar to the crates that the pigs are placed in, and the bile is harvested directly from it while it is still alive. This process, combined with the inhumane conditions the bears go through, means that many bears die in these miserable factories. I understand that these kind of factories help people to get the products they want faster and cheaper, but the question is; are these products really what people need? Is it worth the risk of an endangered species to benefit from cheap profit that can be?illegal?

People seem to forget that ?animals are not capital?. Just because many walk on four legs and just because they cannot speak human language doesn?t mean they are not significant. It would seem to me that humanity has forgotten its primate roots. We have endangered our brothers the gorilla and orangutan and make our cousins the chimpanzees do silly things. We are descended from the same animals that these primates came from. I know that in the bible it says that we are allowed to dominate over nature, but it also says to ?replenish the Earth?. How can we do that if we have virtually destroyed it?

I found the battle between conservation and preservation very interesting. Many people think that these two phrases have the same meaning, but there are key differences. For example, while a conservationist might allow people to hunt animals in a wildlife reserve under strictly controlled conditions, a preservationist would ban hunting all together. Each has is ups and downs though. While conservation allows both humanity and nature to profit at the same time, changes will still be made that can damage the landscape. In the case of preservation, only nature profits, and this can lead to financial trouble.

No matter how we ?frame? the environment, it is clear that it is not good. However, if we try to clean things, will we in fact be making more of a mess? It is questions like this that people who support the environment need to answer when they are planning to speak out against someone.
